1. Meeting Infrastructure Demand in Growing EV Markets

Kazakhstan and Armenia are among the fastest-growing EV markets in their respective regions, driven by government incentives and increasing consumer adoption of electric vehicles.

In Kazakhstan, the government has set a target of 250 public charging stations nationwide by 2030. Currently, approximately 62 EV charging stations operate along the country’s major highways, with an additional 27 planned for 2026. The government has also introduced tax exemptions for electric vehicles until the end of 2025 and eliminated recycling fees for EV owners to accelerate adoption.

In Armenia, the EV market is benefiting from import duty exemptions extended through January 2026, with a quota of 8,000 EVs permitted duty-free in 2025. The country currently has approximately 200 public charging stations, and the government has set ambitious targets to reach 100,000 EVs on the road by 2030 under its Long-term Low Greenhouse Gas Emissions Development Strategy.

3. Supporting Regional EV Adoption

The deployment in Kazakhstan and Armenia aligns with broader regional trends toward electric mobility. Both countries have implemented policy measures to encourage EV adoption, including tax incentives, import duty exemptions, and infrastructure development mandates.

In Kazakhstan, new construction regulations adopted in April 2024 require EV charging infrastructure in residential, commercial, and industrial developments. The government has also mandated that parking facilities include EV charging spaces and that fast-charging stations be installed at petrol and gas stations.

Armenia is pursuing a similar trajectory, with the government targeting 100,000 EVs on the road by 2030 and 500,000 by 2050. The country’s EV import quota was increased from 8,000 to 14,000 units annually starting in 2026 under a new policy scenario.
